The purpose of this Request for Proposal (RFP) is to solicit contract proposals from firms or fiber design work from interested parties for its Washington State Public Works Board (PWB) South Spokane County Owner Rural Towns Open Access Mid-mile Connectivity awarded project (Project).

The project will construct approximately 11 miles of middle mile fiber to create the backbone for an open access network that will connect up to 24 Broadband Serviceable Locations (BSLs) along the fiber line and make available approximately 200 connections for Internet Service Providers in the towns of Waverly, Fairfield, and neighboring unincorporated areas. The project will also fund the provisioning of open access colocation facilities within each of the towns serviced. The service level will be up to 1 Gbps symmetrical service to Community Anchor Institutions along the middle mile in the project area.
