Public Private Partnerships (PPPs)

Broadlinc is leveraging Public-Private Partnerships (PPPs) in an innovative way to expand broadband capacity across rural Spokane County. By working with a range of internet service providers (ISPs) and infrastructure partners, we are building high-quality, open-access fiber and wireless networks.

A public benefit open-access network is a broadband infrastructure model (independent of the technology – fiber, wireless, hybrid) where multiple internet service providers (ISPs) can use the same network to deliver service to customers. Unlike traditional broadband models where a single provider owns and controls access, open-access networks allow for greater competition, improved service options, and better pricing for consumers.

Broadlinc is committed to developing and maintaining an open-access broadband network to support a competitive and diverse marketplace as a public entity devoted to public benefit solutions for our constituents. Our mission is to ensure Spokane County households, business and Community Anchor Institution (CAIs) have access to affordable, sustainable and competitive high speed internet service.

Partnership Opportunities

ISPs in this role commit to expanding subscriber capacity on Broadlinc’s Public Benefit Open Access Networks. Agreements define the geographic area, asset use, co-location fees, and monthly access fees. This role may apply to fiber or fixed wireless deployments.

Broadlinc may partner with an ISP serving any given area to manage additional providers in the same area. Responsibilities for deployments vary:

  • Fiber deployments – Overseeing vault and/or hut maintenance (may be retained by Broadlinc in some cases).
  • Wireless deployments – Serving as a Tarana Cloud Suite (TCS) certified entity responsible for retail segmentation across one or more tower installations. ISPs in this role must also be certified as a Tarana Remote Node (RN) entity.

Broadlinc offers Master Agreements for middle-mile fiber access, enabling ISPs to connect to the Public Benefit network. This may include dedicated fiber paths for commercial, retail, and tower termination points for fixed wireless deployments. Minimum capacity allocations apply.

Broadlinc maintains an overarching agreement for Network Operations Center (NOC) services across Spokane County’s Public Benefit Open Access Network. This agreement ensures efficient management of connections to primary data centers and outbound traffic.
